By going on a date to a ball and exchanging vows and a ring, the girls promise to abstain completely from any and all interaction with the opposite sex.
Abstinence only programs have a very high failure rate. A large number of the kids who enroll in them end up having sex before marriage. And the states where that is the only sex education have the highest teen pregnancy rates.
A friend of mine went to a seminar where they showed how an abstinence-only program works. He said 90% of it was showing kids slides of diseased genitals to scare them off from having sex. Yuck. Also the people teaching the program said they themselves pledged to be chaste in order to set an example for the teens. Now if they were single this would make sense, but not if they were married. I could not get any more details out of him.
