I love maxi skirts, even if I am a shorty haha ! From what I found out, maxi skirts were from the 1940s era, designers revived them in the 60s and unfortunately its popularity went down in the 70s.It made a come back in the 2000s and it's a great alternative for mini skirts, shorts, or jeans. 
One reason I love maxi skirts is because they are great for both summer and winter. During summer time, they're just so breezy, and for winter time, they have the perfect length to cover our legs and give us warmth, because of its length, we can even wear leggings, or stockings underneath it for added warmth, and no one will ever notice !
We can just pretty much wear it with anything, tank tops, button up shirts, chunky sweaters, sheer tops, they are just like jeans , it means everyone can pull it off :) 
I think it's alluring, great way to show sexiness but without showing a lot of skin ! CHIC CHIC CHIC !
