First, all you need to do is to cut strips of papers. I used the Birthday Cake collection. Then, adhere the cut papers to a kraft card stock. You can add stitches to give a little texture. 
Here's a completed layout. I added a vellum behind the photo, a very cute stork die cut & alphabet stickers. In between of the paper strips, I adhere tabs to create a fun look :)Close-ups:
