I would have to say that this is one of my favorite destination here in Cebu. It could also be the perfect dating place for couples. Its quiet, not so much people, fresh air and great city view.
If you’re a tourist and want to visit this place you can rent a motorcycle from he city proper for about 200-250 PHP / per person, back and fourth. Make sure to make them wait because there’s no pick up stations up at the hill.
Entrance fee is 100/ per person. I would advise you to bring food even if there’s a bar open because sometimes they do ran out of stock and its so far from the city proper (45 mins). The best time to be here is between 5pm to 10pm because that’s when the city lights are all open.
