ILIGAN CITY'S COMPREHENSIVE LAND USE PLAN (CLUP) AND COMPREHENSIVE DEVELOPMENT PLAN (CDP)| A Public Consultation
On November 18, 2011, yours truly together with Iligan Bloggers Society President Xy-za Yape and the Iligan Bloggers Society Inc., Secretary General Lovette Jam Jacosalem, attended the Public Consultation with regards to the Iligan City's Comprehensive Land Use Plan (CLUP), and Comprehensive Development Plan (CDP) which is organized by City Planning and Development Office held at Elena Tower Inn, Tibanga, Iligan City.
What is Comprehensive Land Use Plan (CLUP)?
During the consultation, it was clearly said that Comprehensive Land Use Plan (CLUP) is the document where the physical aspect of the development of Iligan City is laid out for the next ten (10) years. It is a long term plan mandated by the Housing and Land Use Regulatory Board (HLURB) consisting of the Physical Framework Plan, Spatial Development Strategies and the Land Use Plan.
What is Comprehensive Development Plan (CDP)?
On the other hand, Comprehensive Development Plan (CDP), is the document where programs and projects of different sectors for the next five (5) years are laid out. It is a medium-term of six (6) years multi-sectoral plan mandated by the Department of Interior and Local Government (DILG). CDP's prioritization and implementation of programs and projects are guided by the Local Development Investment Program (LDIP).
Of the 138 Cities in the Philippines few are able to update their Land Use Plan. Iligan City had its Land Use Plan made 36 years ago---the Iligan City Ordinance 1313, also known as "The Zoning Regulation of Iligan City," which serves as the basis of identifying what land are for agriculture, housing, industrial and the like. It is the right time for Iligan City to formulate and approve an updated CLUP and CDP, Balondo, said during the consultation. After the consultation, which is considered to be the most important part of the plan, it will then be submitted to the Office of the Vice President Jejomar Binay.
Inside this plan is the vision of developing Iligan City towards the year 2020 --- that is making Iligan City beautiful, peaceful and prosperous Industropolis.
The Development Plan is centered on its six core thrusts:
1. Sustained Industrialization.2. Booming Agri-business.3. Advance Tourism Promotions and Development.4. The Development of Iligan into a Metropolitan City.5. Improved General and Social Services.6. Improved Urban Form and Design.
Preferred Spatial Development Strategies

The Plan will adopt a central-nodal type of urban development by decongesting the Central Business District through the creation of two new urban centers in the north central and south-central portions of the city.

Promote rural economy and decentralize agri-business physical access to agricultural areas of the hinterlands. A network of farm-to-market roads will be connected to the proposed "agricultural highway" which serves as the backbone of the hinterland road network.
Additional Facts:
1.This plan is deemed to address Urban Warming - a situation where there is a relatively high temperature in Urban areas due to the massive production of carbon dioxide in the air which is from the air-conditioned homes and buildings.
2. A landmark will be placed at the junction of Brgy. Dalipuga
3. The City will have a policy of "Clear Waterways," canals and drainage systems will be cleaned up and will not be covered. This will provide cooling and lower temperature.
4. Tubod Bridge will be developed.
5. Establishment of Flood Control Mechanism and Improvement of Drainage System.
6. Rehabilitation of the Iligan City Slaughter House.
7. Buying the Tinago Property. Paid the 7.5 million of the 50 million total amount of the property.
