Under general supervision, responds to a wide variety of emergency and non-emergency incidents; participates in fire prevention, training, maintenance, public education and report writing activities; provides staff assistance to management; and performs other duties as assigned.

DISTINGUISHING CHARACTERISTICS:

This is a journey level classification in the Fire Fighter series. Under general supervision, incumbents perform skilled work requiring expertise in fire fighting, rescue practices, hazardous materials events, fire prevention, and various day-to-day operational activities.

 EXAMPLES OF DUTIES:

The following duties are typical of this classification and are intended only to describe the various types of work that may be performed, the level of technical complexity of the assignment(s), and are not intended to be an all-inclusive list of duties.  The omission of a specific duty statement does not exclude it from the position if the work is consistent with the concept of the classification, or is similar or closely related to another duty statement to address business needs and changing business practices.Supports the City’s and Fire Department’s mission statement; embraces the Fire Department’s organizational values and expectations; responds to alarms and assists in the suppression of structural, residential, commercial, industrial, chemical, petroleum, vehicle, and wildland fires;  responds to miscellaneous emergencies including, but not limited to: rescue, medical, traffic accident, hazardous material or other situations and responds to non-emergency situations; including false alarms, public assists and other non-emergency situations with a company in a fire engine, ladder truck or other vehicle; sets up fire fighting equipment such as hoses, ladders and other equipment; suppresses fire by operation of hose, extinguisher or other methods, ventilates burning buildings to release smoke and gases at all times of the day or night that require execution of full physical force and mental activity; is responsible for equipment, station and grounds maintenance, as well as restoring and reloading equipment, apparatus and supplies; cleans, maintains, repairs and tests an array of apparatus and equipment in response ready condition at all times; provides emergency medical care to injured persons prior to arrival of medical personnel; institutes life saving measures and provides assistance as necessary; removes persons from danger; renders first aid, assists in the removal of persons trapped in vehicles, buildings or other enclosures, using cutting and forcible entry tools; performs salvage operations; working cooperatively and effectively in high pressure and crisis situations; working closely with others for 24 hours shifts and occupying the same living , eating and exercise quarters in a coed facility; performs routine building inspections for fire code violations according to established programs; receives training in fire fighting procedures, operation of fire equipment and apparatus, fire codes and related ordinances, first aid, rescue operations, crew operations, local geography, safe driving of large equipment and other fire and emergency related information; participates in voluntary and mandatory on-roster staffing callbacks, voluntary off-roster staffing callbacks, and mandatory training; may act as Fire Engineer on a relief, training, or emergency basis; may be required to make presentations to schools, community groups, or other public gatherings, on fire and burn prevention; responds to inquiries and public information requests, investigates and resolves problems and provides excellent customer service; makes every reasonable effort to continually improve the manner in which the job is performed and increase the quality of service to the public; and performs other duties as assigned.

 MINIMUM QUALIFICATIONS:

Education:
High school graduation or General Education Diploma. Fire Fighter I certification issued by the California State Board of Fire Services, graduation from a State of California Certified Fire Fighter I Academy, Fire Fighter I Certificate issued from International Fire Service Accreditation Congress (IFSAC), or Fire Fighter I certificate issued from the National Board on Fire Services Professional Qualifications (Pro Board).Experience:
Six months of fire fighting experience in a volunteer or full-time capacity with a public agency.

OR any combination of education, training and/or work experience to demonstrate knowledge, skills, and abilities to meet the above minimum requirements.

Knowledge of:
Principles and practices of fire science technology, which includes basic knowledge of fire response organization and fire control; principles and practices of exemplary customer service; use and care of fire hoses, nozzles and fittings; hose evolutions; fire extinguishers and protective equipment; equipment operations; fire service ladders; and salvage and overhaul procedures.

Ability to:
Learn fire fighting methods, fire vehicle apparatus and equipment operation and maintenance, emergency medical procedures, rescue operations; understand and apply technical  information regarding hazardous materials, chemicals and gases, and fire prevention rules and regulations; learn to analyze fire and emergency situations quickly and accurately and take appropriate action; learn local geography, roads and water supply systems; learn the organization, procedures, and operating details of the City department to which assigned; understand and follow oral and written directions, especially during emergencies; communicate effectively in both oral and written form; take a proactive approach to problem solving; attendance on a regularly scheduled basis to effectively perform the position’s required duties and responsibilities; establish and maintain effective working relationships with those contacted in the course of work; prepare simple reports; and occasionally lift and/or move up to 150 pounds.  Collaborate with a variety of diverse interest groups in reaching a consensus for the betterment of the community; attend work, as scheduled, on a regular basis, to effectively perform the position’s required duties and responsibilities. Demonstrate an awareness and appreciation of the cultural diversity of the community. Follows policies, procedures and instructions, standard operating guidelines (SOGs) and safety rules outlined in Department, City, local, state and/or federal documents.

Certificate:
Possession of a current Emergency Medical Technician I (EMT-I) Certificate issued within the State of California or a Licensed Paramedic Certificate issued within the State of California, and a current CPR card is required.  Candidate must possess a Candidate Physical Ability Test (CPAT) or Biddle Certificate completed within the past 12-months to progress to the background investigation process. THE CPAT OR BIDDLE CAN NOT BE DATED EARLIER THAN October 5, 2015.

Licenses:
Possession of a valid Class “C” California Driver License.  A Class “C” with a Firefighter Endorsement is required for achievement to “C” Salary Step.  Must have and maintain a satisfactory driving record and be insurable to operate City vehicles.

Other Requirements:
Successful candidates must pass a background investigation and pre-employment psychological, physical/drug screening.  New employees will be required to sign a statement affirming that, as a condition of continued employment, they shall refrain from using tobacco products.

Applications will be prescreened for minimum qualifications to determine eligibility. The City of Santa Maria has contracted with the Firefighter Candidate Testing Center for both the CPAT Physical Agility Test and the FCTC Written Test. Eligible applicants will be further screened to identify the most qualified applicants to be invited to an oral interview.  Successful applicants will be notified via email as to the date and time of their oral interview.  Therefore, it is the applicant’s responsibility to provide an accurate email address and to allow their inbox to receive emails in regard to this recruitment. Tentative oral interview dates have been scheduled for Wednesday, October 19, 2016; Thursday, October 20, 2016 and Friday, October 21, 2016.  The oral board will recommend a limited number of candidates to the eligibility list from which the new Fire Fighter may be selected.  This recruitment may also establish an eligibility list for future Fire Fighter openings

Prior to an offer of employment, applicants must pass a thorough background investigation with fingerprinting, physical and psychological exams.

CONDITIONS OF EMPLOYMENT:
As a condition of employment with the City of Santa Maria, all employees are required to be in compliance with the terms and requirements of the City’s Dress Code Policy, CAM 2008-02; which includes restrictions regarding tattoos and piercings.

Upon hire, the candidate must submit a Department of Motor Vehicles printout summarizing their driving record covering the last 30 days from the closing date of this recruitment.  Upon hire, candidate must possess a bank account to accommodate the City of Santa Maria’s direct deposit for bi-weekly pay.
