Topshop Skater Dress (and a Bit of a Grumble...)

I've seen these dresses around loads lately and I've always thought that they look fab.
The shape of the dress is very flattering. The top half is very form fitting and the straps are thick enough, without being sleeves, to show just the right amount of shoulder and collar bone. The waist nips in at a very flattering part of the waist, and then flares out in to a skater style skirt, so emphasising the waist even more.
(The flash has made the dress appear a bit see-through, but it isn't!)

My only grumble, and let me tell you this is not a specific to this particular dress, is the length. At what point did shops think it was OK for us taller girls to only have dresses that are appropriate to be worn only with a pair of legging or thick black tights? This might sound like a rant but I'm 5 ft 8, hardly supermodel height, yet this is a really big problem for me. I got this in 'Tall', but to say this is tall someone like my mum, who's 5 ft 10, would still struggle with the length, so who caters for her?
I think that all shops should cater for women off all heights. Our height is not something we have control of, so why should it dictate the clothes that we can and can't wear? 
Some of the bigger stores, like Topshop. do have a range specific for taller women, but I would hasten to say that it is very limited with the clothes that are available. Is there any chance that clothes can be made a little less skimpy and a bit more appropriate, or is this just a problem for me??
Rant over.....
I will look for this dress in other colours and patterns in the Tall range, because at the end of the day, I do love it!
