Position Title:

Defensible Space Program Coordinator / Operations & Policy Analyst 2

Job Description:

The Oregon State Police, Office of State Fire Marshal in Salem, Oregon is hiring for one (1) Full-Time, Permanent Operations & Policy Analyst 2 position.

What will you do?

You will be responsible for identifying and developing long-range plans, goals, objectives and milestones related to the development, implementations, administration and maintenance of the Oregon Defensible Space Program to support a network of over 300 fire departments across Oregon. You will be consistently applying and interpreting the WUI code to improve wildfire resiliency by removing or reducing the risk to communities and first responders. You will maintain the role as liaison with the public, related state agencies, and fire service organizations.

In addition, you may be utilized for the development implementation, administration, and maintenance of other projects for the FLSD as needed. You will participate in FLSD program and policy analysis, policy management, project management, and supports the coordination of various FLSD program functions. You will support and monitor legislative activity for the FLSD, review bills, and work with division staff to evaluate impact to programs and operations.

Minimum Qualifications (these must be addressed in your resume for full consideration):

A Bachelor’s Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work.
OR
Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification

Preferred Skills (these must be addressed in your cover letter for full consideration):

  • Experience working for or supporting an emergency services agency, preferably a fire organization.
  • Familiarity with the Wildland-Urban Interface (WUI), Defensible Space, and other wildfire preparedness concepts.
  • Demonstrated program planning, development, and implementation experience.
  • Demonstrated high level, public speaking communication abilities in various complex environments.
  • Demonstrated familiarity with technology-based systems utilized for GIS, mapping, and data visualization.
  • Experience with implementing improvements in systems, policies, and procedures.

The salary listed is the non-PERS (Public Employee Retirement System) qualifying salary range. If the successful candidate is PERS qualifying, the salary range will reflect an additional 6.95%. Please review the Classification and Compensation page for more details.

This position is covered by an AFSCME Collective Bargaining Agreement. Current OSP AFSCME Local 896 and Local 3765 employees who meet the minimum qualifications of this position will be given preference in the selection process.
