Oct. 18 – Online DRECP Meeting to Discuss Data Access Tools for Public Participation

Participants of the upcoming Desert Renewable Energy Conservation Plan (DRECP) online meeting can learn about data tools to access maps and information that will be made accessible to the public.

The online meeting will take place Friday, Oct. 18 from 10 a.m.–12 noon.

With no technical GIS skills required, individuals and organizations, including DRECP Stakeholders, local governmental agencies, and the public, will be able to explore and download a vast library of spatially explicit DRECP conservation datasets, provide comments on those datasets, and produce customized maps.

The public can participate in this meeting through WebEx, the Energy Commission’s online meeting service. Presentations will appear on your computer screen, and you may listen to the audio via your telephone and communicate via your telephone or computer.

FULL MEETING NOTICE
The purpose of the meeting is to provide: 1) an overview of Data Basin, which the DRECP agencies use for data sharing and analysis, 2) an overview of the DRECP-specific gateway powered by Data Basin, and 3) a preview of how the public can use this powerful analytical tool to access DRECP datasets and maps once the DRECP Gateway is completed and available for use.

Data Basin (www.databasin.org), globally recognized for its innovation, is a map-based user-friendly conservation data sharing system designed and maintained to support conservation decision-making. Data Basin connects users with conservation datasets and tools. With no technical GIS skills required, individuals and organizations, including DRECP Stakeholders, local governmental agencies, and the public, will be able to explore and download a vast library of spatially explicit DRECP conservation datasets, provide comments on those datasets, and produce customized maps. Sharing is encouraged in the system, but privacy is supported when necessary. Once the DRECP Gateway is completed and available for public use, the web-based system will be open to everyone and should prove to be a powerful tool for advancing conservation and streamlining the planning of compatible renewable energy project development throughout the DRECP.

DRECP BACKGROUND
Senate Bill X1-2 (Simitian, Chapter 1, Statutes of 2011), signed into law by the Governor on April 12, 2011, increased California’s renewable energy portfolio standard to 33 percent by 2020, and Executive Order S-14-08 mandated the development of the DRECP, a major component of California’s renewable energy planning efforts. The DRECP, when completed, is expected to further these objectives and accelerate the processing of renewable projects in the Mojave and Colorado deserts of California.

The DRECP will be a Natural Community Conservation Plan under state law and one or more Habitat Conservation Plans under the Federal Endangered Species Act. It will also serve as a Land Use Plan Amendment for the Bureau of Land Management. The DRECP will provide effective protection and conservation of desert ecosystems while allowing for the appropriate development of renewable energy projects. It will provide long-term endangered species permit assurances to renewable energy developers and a process for conservation funding to implement the DRECP.

Participants may provide verbal comments during the meeting. Comments may be limited to a few minutes per speaker depending on the number of participants and questions. Any comments may become part of the public record of this proceeding.
