I use this Setting Powder to set foundation and prolong its wear, so I apply it after foundation and concealer, and before applying powder-based color. An added benefit: it helps powder blush or bronzer go on more evenly.

On to my thoughts:As I mentioned above, I already love this loose setting powder. I use it everyday to set my undereyes. You can definitely use it on your whole face to set the rest of you makeup and it looks great. I just personally prefer mattifying pressed powders to set the rest of my face.
