Is Jamshedpur A Metro City?

Jamshedpur, located in the East Singhbhum district of Jharkhand, is the first planned industrial city in India. It is the first steel city and of course the first city to get a private integrated steel plant in India.

Jamshedpur is the industrial capital of the state of Jharkhand and also the largest city in the state. Besides, Jamshedpur has ranked as the 84th fastest growing city of the world by the City Mayors Foundation. It was also ranked as the 15th cleanest city of India in the year 2019 and as the 7th cleanest city of India in the year 2010 by Swachh Survekshan, an annual survey on cleanliness, hygiene, and sanitation of cities and towns in India.

Technically, Jamshedpur is a Metropolitan city with many other cities in India that fulfills all the criteria of a metro city. However, only the 'Mega Cities' of Mumbai, Kolkata, Chennai, and Delhi are considered as a metro city for ages. Meanwhile, Bangalore, Hyderabad, Ahmedabad, and Pune have been added to the list of Mega Cities.

Why Jamshedpur Is Considered As A Metropolitan Region?

The Greater Jamshedpur Metropolitan Region is one of the metropolitan regions of India. The 74th Amendment to the Indian Constitution defines a metropolitan region as:

  • An area having a population of ten lakhs (1 million) or more, and,
  • An area comprising of one or more districts, and,
  • An area having two or more Municipalities or Panchayats or other contiguous areas, specified by the Governor by public notification to be a Metropolitan area.

According to the last census conducted by the Government of India in the year 2011, Jamshedpur was classified under the category of Million-Plus Urban Agglomeration with a population of 1,339,438.

The Greater Jamshedpur Metropolitan Region spreads over two districts, East Singhbhum and Seraikela-Kharsawan. Also, the region has four municipal corporations. Therefore, Jamshedpur fulfills all the criteria to be a metropolitan region.

What Are The Criteria For An Urban Agglomeration?

The criteria for an Urban Agglomeration are

  1. Must have at least one statutory town.
  2. The population must not be less than 20,000.
  3. Must have a
    • Municipality
    • Corporation
    • Cantonment Board
    • or, Notified Area Committee

Note: The towns or cities and their adjoining towns and outgrowths have to be considered as a single unit while considering the population.

What Is A Census Town?

A census town is a town that is not statutorily notified or administered as a town but which has reached the attribute of an urban area in terms of population.

The criteria for a census town

  • The population is more than 5,000.
  • At least 75% of the male working population of the area is employed outside the agricultural sector.
  • The minimum population density of the area is 400 persons per sq km.

What Is An Outgrowth (OGs)?

Outgrowth is a settlement in continuous to the main city or town such as a village, a hamlet or an enumeration block made up of such village or hamlets whose boundaries and locations are clearly identifiable.
