This is essentially about incorporating bio-metric security features in guns. In essence, a smart gun can only be fired by a hand it recognizes primarily through the use of RFID chips.
It is not yet quite clear if the technology required already exists at this time. Reliability is also a major concern. This bill, if approved, is expected to affect the whole gun manufacturing industry.
