This is by Frederick Carl Frieseke (1874 – 1939) who, despite his indisputably Germanic name, was an American painter who spent most of his life in France. In fact he had a house in Giverney, right next door to Monet, with whom for some reason he never became close friends. He liked France because he could paint nudes outdoors there more freely than he could in America.
