JOB INFORMATION:
Non-exempt; on-call (varying schedule; rotating shifts); no-benefits
NOTE: Qualified candidates who pass each stage of the selection process will be placed on an eligible list for possible placement into on-call/part-time non-benefited or full-time benefited vacancies, as vacancies are approved through the budget process. As an on-call employee, you will be required to attend a 10-week (40 hr/wk) academy to become a certified ECS I. Upon completion of this academy, certified ECS I employees will be given the first opportunity for benefited placement, as vacancies arise
This skilled position is responsible for the receipt and processing of emergency and non-emergency calls for public safety services; timely and accurate deployment of appropriate fire/EMS/law enforcement personnel and apparatus to the location of emergencies; and generation and maintenance of necessary computer and written records. Training and direction may be received from Emergency Communications supervisors or designees; supervision is received from the Emergency Communications Director and/or Administrator.
ESSENTIAL DUTIES AND JOB RESPONSIBILITIES:
- Receive incoming calls of emergency, informational and business nature, obtain necessary information and dispatch appropriate public safety personnel and apparatus
- Provide advice to callers requesting EMS, fire and law enforcement services while equipment is en route to the scene
- Communicate with fire and rescue equipment and law enforcement vehicles, keep abreast of situations and dispatch additional equipment when requested by officer/incident commander at the scene
- Alert other jurisdictions when necessary
- Operate computer aided dispatch (CAD) system, as well as the Criminal Justice Information Systems computer; and other computer software
- Maintain computerized and manual records
- Relay information to appropriate agencies
- Operate public safety radio consoles and maintain communications with allied fire, police, and certain county and state agencies
- Operate TTY equipment (telephone equipment for persons who are hearing/speech impaired)
- Handle multiple tasks and track multiple in-progress incidents simultaneously
- Perform other related duties as required

QUALIFICATIONS & REQUIREMENTS:

- High school graduation or the equivalent
KNOWLEDGE / SKILLS / ABILITIES:
- Ability to obtain Basic telecommunicator, medical, fire and police dispatch certifications (National Academy of Emergency Dispatch) within 1 year of hire, and to maintain re-certification as due
- Ability to obtain MILES/CJIS and NCIC access level 1 certifications (State of Maryland Criminal Justice Information System) within 1 year of hire, and to maintain re-certification as due
- Knowledge of Frederick County geography and surrounding area
- Effective keyboarding/data entry skills in order to accurately enter information during conversation with callers
- Ability to effectively utilize computer aided dispatch (CAD) system, Criminal Justice Information System (CJIS) and other automated information systems
- Knowledge of fire, rescue and law enforcement disciplines
- Ability to effectively read maps and give directions
- Ability to work with sensitive information and maintain confidentiality
Strong and effective spoken and written (English) communication skills, including the ability to speak clearly and distinctly, and to accurately summarize and describe information with correct, precise terminology
- Ability to develop and maintain effective working relationships with co-workers, user agencies and the general public
Ability to perform quickly and effectively in emergency situations
PREFERENCE MAY BE GIVEN FOR:
- 1 or more years of recent (within the last 5 years) career or volunteer experience in fire, ambulance or police services
- 911 / emergency communications work experience
- Data entry work experience
- Customer service work experience
PHYSICAL REQUIREMENTS / WORKING CONDITIONS:
- While working in this position, the employee is required to constantly sit and perform repetitive motions
- While working in this position, the employee is required to constantly work indoors and occasionally work in a noisy environment
ADDITIONAL INFORMATION/EXAMINATION PROCESS:
- Ability to work all shifts as assigned, including weekdays, weekends, nights and holidays (usual shift assignment will be 12 hours; employees are required to work day shifts and night shifts)
- This position is subject to random drug testing
- This position is designated as Security-Sensitive, requiring satisfactory background investigation conducted by the Frederick County Sheriff’s Office, in accordance with established Frederick County policy
