Battling Bucs : Its Time To Fix The MLB

There is some talk going around about how to fix the MLB playoff system since the 3 teams that finished with the best record this year all resided in the same division leading towards a comical situation where those teams have to play a tournament amongst themselves before getting to face anyone else. Just like everyone else I'm going to throw my hat into the ring and give my suggestions but I'm not going to stop there I'm going to suggest a fix for everything. I'll tackle a few issues here.
Strike Zone
The traditionalists like the human element and don't want to slow down the game more by bringing in reviews of strikes. The more progressive minds want a strike zone that is more definitive thus creating a more even playing field. Then again the art of catcher framing is something a lot of people don't want out of the game while others think it should be. Personally I have my doubts of just how accurate the automated strike zones are but I also don't like the randomness of some umps strike zones so I have a compromised solution. There are some horrendously bad strike and ball calls that should not be allowed to happen under any circumstances so for those I propose an automated strike zone to ensure there are no egregious mistakes however for 50/50 calls on the edges I think it is best to keep the call in the umps hands. My proposal is is to equip each home plate ump with an ear piece that after every pitch someone communicates with him either strike, ball or your call. Anything say within 2 inches of the edge (the exact distance is up for debate) is the umps call while everything else the computer handles.
Replay

Coach's challenges will be eliminated and the replay ump (of which there will be one per crew) will act as a 5th umpire being there if the umpire needs help and also being able to interject if he believes the call was made wrong.
DH Rule
I'm anti-DH but I also realize there is no scenario in which it is ever going away and what I want more than anything here is for consistency across the leagues however I'm not ready to go the whole way and have yet another compromise. The DH will be implemented league wide but he will be a true designated hitter meaning he will be designated to hit for one guys and one guy only. The DH and SP will be tied together once one leaves they both must exit the game. At that point they can be replaced separately or by one player but once they are replaced by one player it must remain that way the rest of the game. So if your pitcher gets knocked out in the 3rd inning then so does your DH. If your DH leaves due to injury than your pitcher must exit the game as well.
Pace Of Game Rules
I generally don't have an issue with the pace of the game but I understand in practice there are a lot of other people who disagree with that idea therefore I'm in favor of keeping the rules that were implemented this year, adding the ones tried out in AA and AAA (namely a 20 second pitch clock) and also adding one more which is limiting catcher trips to the mound to one per inning.
Roster Size

I'm adding two spots to the active rosters of 25 leaving us at 27 however teams are only permitted to "dress" 24 per game. Your starting pitcher from the previous game will automatically be marked as inactive and neither of the last two spots will be allowed to be a pitcher who started one of the previous 4 games for your team. This will allow teams to rest players who are borderline DL candidates without forcing them to play shorthanded for a few days.
In September rosters will expand just like they do now but you will only be allowed to dress 24 however the restriction on starting pitchers will be eliminated which essentially means you'll have three extra roster spots to play with.
Expansion
I'm definitely in favor of adding two teams and would love for one of them to be in San Juan Puerto Rico as I think that would be such a bright spot for the league but realistically I know that is not likely. My next proposal depends on this so I'm going to suggest Montreal and Charlotte as my expansion locations but I am open for discussion there.
Realignment
Since I've unified the rules and added two teams I am able to move teams around hopefully a little more freely as there will no longer be rule changes to deal with when switching leagues. First off I'm scrapping the 6 5 team divisions and going with 4 8 team divisions. For historical reasons I'll leave the names as National League East and West and American League East and West but the divisions will only roughly resemble them.
The National League East will consist of the 5 current NL East teams, the two teams in the NL Central who reside in the Eastern Time Zone (Pittsburgh and Cincinnati) and the new expansion Montreal team.
The National League West will consist of the 8 teams who play in the central time zone.
The American League East will consist of the 5 teams who currently play in the AL East, the two teams in the AL Central who reside in the Eastern Time Zone (Cleveland and Detroit) and the expansion Charlotte team.
The American League West will consist of the 8 teams who reside in either the Mountain of Pacific time zones.
Playoff Configuration
The top 3 teams in each division will make the playoffs with the 2nd and 3rd place teams facing each other in a 3 game series played entirely at the 2nd seeds park. The winner will move on to play the first place team in a standard 5 game series.
This will leave us with 4 teams and they won't necessarily play each other by NL and AL designations as will be explained further in the next section.
Balanced Schedule
I would love to cut the schedule down to 154 games to shorten the season and make sure it actually ends in October but the horse is out of the barn on that one so I'm shooting for a smaller victory and that is a 160 game season. The 160 game slate will consist of 16 games against each division opponent (112 games) and 6 games against each team in a different division (this will rotate yearly).
Going back to the playoffs for a second the champions of the divisions that faced each other will play each other in a 7 game series with home field advantage determine solely by their record against each other during the year (or run differential against each other if tied).
The winners of the two seven game series will then face each other in the World Series where home field advantage will be determined simply by best record.
Well there you have just a few of my thoughts. You probably disagree with a few of them and thats fine but with a lull in the baseball season as we await Wednesday night's death match I thought it would be a good point of discussion.
