Are People No Longer Throwing Rubbish on the Street?

It has been quite impossible for me to hold my tongue back whenever I see people throwing rubbish on the streets, many times when a receptacle was less than two meters away and reachable in less than two seconds. First of all, it has surprised me that in the past couple of weeks already twice I was allowed the experience of seen individuals react by pick up after hearing my comment. But what I found even more interesting is that apparently some are still confused as to what I mean and in a single day I found two cups with coffee rests put on the streets. It seems as though they are no longer been thrown, but put on the floor.

I wonder if that is just the result of a misunderstanding.
