Plot: Luc Devereaux, the only surviving member of the original Universal Soldier Team. He now works with Dylan Cotner, on a project to create and improve a new Universal Soldier. Their plan is for the Universal soldier or UNISOLS to be controlled by a computer they call SETH. When the government decides to terminate the project, which includes shutting down SETH. SETH, not wanting this to happen, takes steps to prevent this. He first kills Dylan. He then has himself transferred into a body. He then seeks out Luc Devereaux, who is the only person who knows the code that will stop his program from being deleted. So he sends out all the UNISOLS to get him. Luc must try and stay away until SETH program is deleted. But SETH has targeted his daughter as possible leverage.
Verdict: Not as Good
Story: With a story that seems like it was rushed together we don’t really have anything to work with here. The attack inside the base by the soldiers works fine, but would the military really just send wave after wave of soldiers in against the odds. I think not. Moving away from that part of the story the computer trying to take over is good side to the story, it only wants to be free, it only turns hostel once it gets threatened, showing it to be more of a human creation. We never really find out why some of the soldiers started to break down before the switch which is a bit disappointing to say the least. In the end it turns out a bit messy just with some decent scenes with Jean-Claude and Bill Goldberg or Michael Jai White. (5/10)
Actor Review
Jean-Claude Van Damme: Luc now human again he works to help test the new batch of upgraded soldiers, but when they take over he is the only hope as he holds the code to keep the main threat alive. When his daughter is kidnapped he has to fight through the soldiers to save her before it is too late. Good performance from Jean but he doesn’t have as much screen time as you would like. (7/10)
Michael Jai White: S.E.T.H. the computer who finds himself a body to help keep the program alive after it gets closed down. He must find or crack the code within eight hours or he will be closed down for good. The body he takes over is the next level of upgrade meaning he is the deadliest killing machine Luc has faced. Good performance when he eventually turns up. (7/10)
Heidi Schanz: Erin a reporter who ends up in the thick of it all when she comes to the base for a general story, she ends up getting front row seats to the action with Luc trying to keep her out of harm’s way. Average performance that really doesn’t live up to the previous performance from the leading lady last time out. (5/10)
Xander Berkeley: Dr Dylan the brains behind the new program, but he doesn’t last long as SETH ends up making him one of his first victims in his quest to survive. Only a small part in the generic doctor role. (5/10)
Kiana Tom: Maggie the training partner of Luc who helps put the soldiers to the test, she ends up having to keep Luc’s daughter safe but doesn’t do a very good job as she ends up in hospital. Simple supporting performance. (5/10)
Daniel von Bargen: General Radford the man who pulls the plug on the program leading to the consequences that happen. If you have seen any war films this General is most likely in it such a standard typical generic performance. (4/10)
Bill Goldberg: Romeo the lead soldier in Luc’s new program who really doesn’t like him, he tries to kill Luc on numerous occasions through the film and always fails, offering plenty of comical moments. It would be fair to say he steals the film as you want to see him fail again. (8/10)
Director Review: Mic Rodgers – Doesn’t bring us the best sequel gives us some good action but as for the actual story it is very poor. (5/10)
Action: Good action throughout plenty of fight scenes to show off Van Damme’s skills. (8/10)
Settings: The setting works ok showing how the Homebase of the military could become the place they need to attack to stop an attack. (6/10)
Suggestion: I would only suggest for the action fans to try this, it is not the most entertaining film but the action does keep things interesting. (Action Fans Try)
Best Part: Surfing Goldberg.
