Well of course. The fact that his idea is controversial is mind-blowing and disconcerting. William Powers are argued this in his 1973 book, Behavior: The Control of Perception. Where have these people been all these years? Asleep?
Powers had a nine-level model in 73, though I believe he may have added two more later on. David Hays and I adopted Powers's first five levels and then provided a somewhat different "top" for the system.
