Switzerland Bans Face Coverings

Switzerland voted today to officially ban facial coverings. While not mentioning Islam, the referendum was clearly targeting Muslims and showing Switzerland as not an optimal place for Muslims to move to. The referendum passed by a tiny majority - tiny but a majority nonetheless.source: Reuters
My only question is, and I have no idea how or what Switzerland is doing regarding COVID-19, how do you ban face covering during a pandemic where one of the most common tools used around the world to combat the spread of the virus is face masks?
