To obtain Stop Twister Materia, use Materia Fusion to combine mastered Poison Aerial and Libra to create Stop Twister.
It may be found in chests on Missions 4-5-4 and 4-5-6 as a reward for completing Missions 1-4-5.
The Stop Twister Materia spin attack inflicts Stop for 16 AP on surrounding enemies twice.
This is a Command Materia, which contains materia that perform physical acts that cost AP.

About Crisis Core Reunion
The story is set seven years before the events of FINAL FANTASY VII (1997).
