The Government of Rwanda signed a Power Purchase Agreement with GigaWatt Global Rwanda Limited to develop a first grid-level solar electric generating plant. According to the Rwandan Ministry of Infrastructure, this plant would be the first of its kind in East Africa.

Speaking at the signing ceremony held at the Ministry of Infrastructure, the Minister of State in Charge of Energy and Water, Eng. Emma Francoise Isumbingabo said: “Generation and provision of electricity to all Rwandans is a priority for the Government of Rwanda. This initiative to produce 8.5MW of clean energy is an important addition towards closing our current energy gap.”

The new solar power plant will be located at Agahozo-Shalom youth center. The plant is going to create more employment opportunities for Rwandans and provide a training opportunity for local engineers and technicians.

“Energy is a key in driving Rwanda’s economic development and specifically to reach our targets as set in EDPRS II [Economic Development and Poverty Reduction Strategy]. Therefore, investors such as GigaWatt Global partnership will benefit Rwandans directly as well as contribute to Rwanda’s competitiveness.” said the Rwanda Development Board’s Acting Chief Operating Officer Mr. Tony Nsanganira, also present at the ceremony.

This agreement outlines the main roles and responsibilities of both the investor and GoR with respect to the energy project. A feasibility study has already been completed and the plant is expected to be operational in June 2014.
