While neither Rav Shteinman nor Rav Chaim Kanievsky were willing to perform the Goral Hagra due to not being blessed with ruach hakodesh, the goral hagra has still been performed - just not by them.
Rav Binyamin Elyashiv, son of Rav Yosef Shalom Elyashiv zt"l, admits that after being pressured by relatives of one of the abducted boys and by other gedolim he performed the goral hagra this past Monday. Rav Binyamin Elyashiv is also the grandson of Rav Aryeh Levin, who had also performed the goral hagra.
The result of the goral performed by Rav Elyashiv was a passuk regarding Shimshon that indicates the hostages are alive and in the area of Hebron, with positive and optimistic overtures.
When asked about Rav Kanievsky's and Rav Shteinman's comments about why not to perform the goral, Rav Elyashiv responded that his father had said ruach hakodesh is not needed for it - if one had ruach hakodesh, he wouldn't need to perform the goral at all!
