Public transportation on Shabbos is a tragedy specifically for those who do not keep Shabbos. What is left from the Shabbos atmosphere for a Jew like that? The quiet outside, the rest. Those who want to operate buses and malls on Shabbos are turning their workers into slaves who will not merit the gift of Shabbos... the wealthy and workers in the public sector who do not work on Shabbos go out on tiyulim and shopping and thereby steal the right to rest on Shabbos from the weaker sector of employed workers who have to work on Shabbos like slaves. The Torah says "so that your slaves and maidservants will rest like you"

Funnily enough, MK Suva (Yisrael beyteynu) proposed during the debate that there should even be public transpiration on Shabbos to the Kotel.
