Proposed Law: Snitch Line for Public Transportation

In light of the recent tragic and horrific accident with the 402 bus line, MKs Moshe Gafni and Uri Maklev (UTJ have proposed a law that would create a "snitch line" hotline for people to use to report traffic offenses on public transportation. The law would require the contact information for the hotline to be posted visibly on the buses.
The hotline to be set up would be dedicated for this purpose alone.
The purpose of the law is obvious, to enable real-time reporting of offenses and dangerous driving, and also to be a deterrent for drivers, thus hopefully minimizing accidents.

I think people should have the ability to complain and warn the bus company about a driver who is negligent and reckless, but I would be worried that any disgruntled passenger would call the hotline and file complaints that might not even be justified - because he had to stand or because he did not like who was sitting next to him, or the driver didn't smile at him at the right moment or whatever. That might be a minimal concern, but I think the law, if it is going to be agreed upon and passed, should also include some sort of deterrent against passengers from filing frivolous complaints and offer some protection to the drivers as well.
