Proposed Law: Prank Emergency Calls

A law has been proposed that would fine people up to 75,000nis for making prank calls to any of the emergency services in Israel. The proposal also offers the option of shutting down the phone lines of serial prank callers.
The idea behind this is obvious. There are too many prank calls tying up the services resources.

Sounds good to me. I would be curious to hear how serious a problem it is - how many and how frequent are the crank calls, how many fake emergencies are called in, how much of their resources are being wasted on this, but regardless of those details, people who tie up the emergency services with fake emergencies and tie up the lines with crank calls should be considered as having the status of rodef as people with real emergencies cannot get through or get slower response times because of it.
