Twitter has brought about several changes in the past few months. One of the latest changes is giving users the ability to tweak their feed a little so they see more of the tweets that they are likely to be interested in.
I don't think this new feature is going to affect the visibility of promoted tweets and accounts. But it will help in cutting out the other fluff and let you see the kind of tweets that you interact with most often. I'm sure most users are going to like that.
However, this new feature is not set as default. Users need to activate it from the Settings page. If you are a Twitter user and want to activate this feature, just go to the Settings. Scroll a little down and activate the option that says "Show me the best Tweets first." Then hit the button Save Changes button. Done. You have activated the best Tweets feature on your account.
I too have activated it on my account (Jy0tiAr0ra), just a few minutes ago. Really hoping it will help me have a more enjoyable and satisfying experience on Twitter.
