A central report meeting was held at the People’s of Culture in Pyongyang on 18 February marking the 40th anniversary of late leader Kim Jong Il’s (Kim Cho’ng-il) “promulgation of the program for modeling the entire society on Kimilsungism.” According to Rodong Sinmun, KJI “ formulated the revolutionary idea of President Kim Il Sung as an integral system of Juche-oriented idea, theory and method and proclaimed the modeling of whole society on Kimilsungism as the supreme program of the Workers’ Party of Korea” and the program is a “Chuch’e-oriented revolutionary one for advancing the Korean revolution by regarding Kimilsungism as the only guidelines and transforming man, society and nature as required by Kimilsungism to build society where the independence of the popular masses is fully realized.”
On the platform (rostrum) for the central report meeting, according to KCBS, were Pak Pong Ju (DPRK Premier), Kim Ki Nam (Korean Workers’ Party [KWP] Secretary and Director of the Propaganda and Agitation Department), Choe T’ae Bok (KWP Secretary and Chairman of the Supreme People’s Assembly [SPA]), Pak To Chun (KWP Secretary), Yang Hyong Sop (Vice President of the SPA Presidium), Kim Yong Il (KWP Secretary and Director of the International Affairs Department), Kim P’yo’ng Hae (KWP Secretary and Director of the Cadres’ Affairs Department), Kwak Pom Gi (KWP Secretary and Director of the Finance and Planning Department), Col. Gen. Kim Chang Sop (Director of the Ministry of State Security’s Political Bureau), Ro Tu Chol (DPRK Vice Premier and Chairman of the State Planning Commission), Jo Yon Jun (Senior Deputy Director [1st Vice] of the KWP Organization Guidance Department) and Kim Yong Dae (Chairman of the Korean Social Democratic Party’s Central Committee). Also in attendance, according to KCNA, were “officials of party, armed forces and power organs, public organizations, ministries and national institutions, service personnel of the Korean People’s Army and the Korean People’s Internal Security Forces, officials in the fields of science, education, literature and arts, media and other fields of party ideological work, persons of merit, working people in Pyongyang and the delegations of overseas Koreans.”

Choe T’ae Bok announced the start of the meeting. Kim Ki Nam delivered the commemorative report. According to KCNA Kim said that “the proclamation of the programme marked a historic event that provided an important programme to the revolutionary party in the era of independence and gave perfect answers to the issues on the strategy and tactics for implementing it and set a new milestone for the WPK and the Korean revolution” and that “by setting a clear target and laying down a blueprint for accomplishing the revolutionary cause Kim Jong Il put the Korean revolution on the watershed of history; a new turning point was brought about in all fields of party, state and armed forces building and economic and cultural construction and a heyday was ushered in the era of the Workers’ Party.” The commemorative report also noted that the “most shining victory has been won under the most difficult situation, the tradition of the Korean revolution given steady continuity to develop into the bloodline of Mt. Paektu and an eternal foundation laid for the future of the revolution since the proclamation of the program” and “called for winning a fresh shining victory in the revolutionary cause of Chuch’e and the revolutionary cause of So’ngun (Military-First) by taking hold on great Kimilsungism-Kimjongilism as the eternal banner of victory.”
Kim Ki Nam, in the commemorative report, extolled Kim Jong Un’s (Kim Cho’ng-u’n) “feat in deepening the program and showing the way to develop all areas in the revolution and construction.” Kim Ki Nam also said that “(we)
should further strengthen the people’s army into a reliable reconnoitering party of the military-first revolution and a stronghold of unyieldingness, which firmly guarantees the leader’s cause with gun barrels; and should solidify self-defensive capabilities in all directions by elevating the level of making national defense industry chuch’e- oriented, modernized, and scientific and by strongly establishing an all-people and all-state defensive system.” The commemorative report ended by “
urging people to bring about changes in building a powerful economic state and improving people’s living.”
