I'd like to know more about why Dagan says it was an illegal order. Also, according to the question, the instructions were to prepare the military for an attack on Iran, not to actually attack. Did they refuse and call it illegal because they disagreed with the possibility of attacking Iran or were there other problems involved? The army is supposed to follow orders of the decision makers, not make its own decisions. If the army is told to attack (which I dont think it was) and it refuses, that is out of line..
