Illegal Activity: Revenue & Prostitution

What kind of pressure are you under when you feel like you have to write bogus tickets to cars you say are illegally parked in a fire zone.  Antoine Budd, former Prince George’s County Revenue Authority employee was investigated after at least 10 people complained earlier this year about tickets they’d received for parking in a fire lane — that’s a $200 fine/ticket.  He falsified upwards of $2600 in fire lane tickets and had it not been for some dutiful citizens saying HOLD UP, I did NOT do that and will NOT pay that, Budd would be the new budding star of PGCo’s ticket writer’s parade.  What is being disputed is what an official close to the investigation said to the Washington Times and that is there are “unofficial quotas.  Of course, the Revenue Authority Executive Director Peter Shapiro said that they take these allegations of quotas seriously and he is commited to… blah, blah, blaaaaaah.  

Dude crumbled under the pressure.  As of Tuesday, 6/11, Budd has been indicted on 14 criminal counts, including charges of perjury, forgery and counterfeiting, issuing of false documents, and misconduct in office.  

NBCWASHINGTONreported:  A Maryland man pleaded guilty Wednesday to transporting a 17-year-old girl with the intent to engage in prostitution. Troy Walker, aka “Caveman”, 48, of Upper Marlboro, Md., met the girl in March 2012 through a friend who worked at “parties” hosted by Walker, according to his plea agreement. Walker asked the victim to work for him at a party he was hosting.

 Walker hosted sex parties, as they were advertised online, through a company called Quest For Fire, according to the Maryland U.S. Attorney’s Office. Those interested would text Walker at the cell phone number listed in the ad, and Walker would text back the location. Guests paid for entry to a residence which would allow them to engage in sexual acts with girls provided by Walker.  In August Walker rented an apartment for the victim and had her engage in sex acts with guests at his parties, according to the Maryland U.S. Attorney’s Office.

 According to the victim, Walker assaulted her several times.  The teen worked for Walker at the parties hosted in Prince George’s County from April 1 to Sept. 15 last year, according to the Maryland U.S. Attorney’s Office.

 Walker faces a minimum sentence of 10 years in prison and a maximum of life in prison at sentencing Aug. 14. He also must register as a sex offender in the place he lives, where he works, and attends school, under the Sex Offender Registration and Notification Act.
