Quick take: Klein makes a useful distinction between identity and policy as the basis for politics. Policy can be and generally always is negotiated. Identity can't be negotiated. The Civil Rights movement forced the South out of the Democratic Party and thus turned the two parties toward identity-based coalitions and away from policy-based coalitions.
