I would have to say the best thing he can do is talk to her, be yourself, and feel comfortable. Get enough sleep, shower, wear some of your favorite (clean) comfortable clothes, and wear deodorant. Don't know about other girls, but my friends and I love the smell of male deodorant and cologne. Just be warned, some girls are blind and don't see what's in front of them, to be brutally honest. She may not have noticed you. But if you talk to her occasionally, she will get to know you and then maybe you can ask her on a date.
People are people. It doesn't matter if a person is Indian, Chinese, American, English, Mexican. They all can feel emotions the same and they all have a person in the world who will love them. If you truly care about this girl, it shouldn't matter to you, either. My advice: go up to her and ask her out. Don't bother trying to catch her with/without friends, if you care about her the only thing you can do is make it happen.
There are some things a Latina may love about Indian culture, but you know it really all comes down to the individual, since everyone is different. You should start talking to her casually, without flirting, and see if she likes talking to you, and then move on to the next step. Personally I don't like it when men are too flirty at first so go slow.

You are struck with the love bug. Doubting yourself is never the way to go. Obviously in this generation race doesn't matter at all, it is all about what is on the inside. Say there are two cups one is beautiful and the other is cracked up. Well the substance in the beautiful one tastes really terrible but the one in the cracked cup tastes heavenly. Which would you chose? I personally would chose the cracked one because it is what is on the inside that counts. We may be limited in physical appearance but our true personality can go to the moon and back. If she doesn't see that then you are just too good for her. If she rejects you then don't feel bad about it. it's probably because she doesn't know you that well as a person and judged you on superficial things. Everyone is an individual and there is no way of telling she is racist or not besides finding out the hard way.
Your race doesn't matter. You're heart does. And as cheesy as that sounds, it's the truth. Girls like guys that are respectful of them, can make them laugh, and treat them like equals. The color of your skin is way less important than the way you treat her. Be kind and approachable. That's all you can do. The rest is up to her, but I seriously doubt your race will be the deciding factor as long as your courteous, funny, and respectful.
