How can I immigrate to Quebec from India?

Up to 52,500 newcomers are expected under the current Quebec immigration strategy, with an extra 18,000 or so expected to make up for a shortfall in arrivals during the COVID-19 pandemic. Many more temporary employees and international students destined for Quebec are not included in these figures.

Economic immigrants will make up about two-thirds of individuals accepted to live in Quebec permanently, through programs such as the Quebec Skilled Worker Program and Quebec Experience Program, as well as a variety of smaller-company immigration schemes. The following is a list of all of these programs.

Why Quebec?

For newcomers to Canada, Quebec is a popular location. According to the latest current census, the province is home to over one million immigrants. Quebec is also home to Montreal, Canada's second-largest city, which is noted for its cultural diversity.

Quebec's economy has been flourishing in recent years, resulting in a large workforce and several job prospects. Quebec's urban centers also have a more affordable housing and rental market than Toronto and Vancouver, making it a more appealing choice for some.

Though the province is known for its harsh winters, it also has hot and humid summers, as well as lakes, campers, parks, and hiking routes, which encourage locals to get out and appreciate nature.

How can I immigrate to Quebec?

Quebec immigration applicants must go through a two-step process. They must first be eligible for a Quebec Selection Certificate (Certificat de sélection du Québec, or CSQ) and get one. This vital document certifies that the applicant has been chosen to live in Quebec.

Second, holders of an approved CSQ may apply to the federal government for permanent residency in Canada. The federal government is more concerned with health and crime issues than with the applicant's human capital, abilities, and experience, which have previously been approved by the Quebec government.

It's worth noting that, while Quebec retains control over the selection of economic immigrants, Family Class applicants and in-Canada refugee claimants may be admitted on an ongoing basis. The ability of a French person to work as an economic migrant is determined by the program and the individual's personal circumstances. The capacity to communicate in French is not a criterion for non-economic migrants.

Quebec immigration programs

1.   Quebec Skilled worker Program

The Quebec Skilled Worker Program (Québec Skilled Worker Program, or QSW) is an immigration program for workers who can demonstrate their potential to contribute to the province's workforce. Candidates are welcome to apply from anywhere in the world, with or without prior experience in Quebec.

2.   Quebec Experience class

The Quebec Experience Program (Programme de l'expérience québécoise, or PEQ), as its name suggests, is an immigration program for candidates who have worked or studied in Quebec (or both). PEQ also includes a mandatory French language component, which requires candidates to be able to communicate in French at an intermediate level.

3.   Quebec immigration pilot program for workers in artificial intelligence, information technology, and visual effects

This program will begin in April 2021. Workers in the AI, IT, and VFX areas who are either working in Quebec or have a job offer from a Quebec firm can apply for permanent residency through this immigration pilot program. There is a stream for French speakers and a stream for non-French speakers in this program.
