But a few local limousine companies that will ferry dignitaries around town aren’t complaining.    George Jacobs, co-owner of Franklin Park-based Windy City Limos, said his entire fleet of nearly 200 vehicles will be fully booked during the NATO weekend. About 40 percent of his fleet will serve delegations from the French and German embassies and will receive police escorts, thereby avoiding traffic snarls.    Mr. Jacobs began working with the European embassies several months ago, submitting names of chauffeurs for background checks. At the embassies’ request, all drivers had to be American citizens.    Because he is sold out for that weekend, Mr. Jacobs said he has had to turn down a handful of requests in recent weeks for motorcoaches to bring in protesters from Los Angeles, Madison, Wis., New York, Philadelphia and Washington.
