Citizens for Accountable Governance (CAG) says that an overall downsizing of the Government mechanism with a total of 25 ministers, and rationalisation of corporations and all government entities is ‘a must’ for Sri Lanka to reach its future economic goals.
CAG member Nalin Atiygalle at the launch of ‘A Road Map to Prosperity’ says that the existing political and economic system has failed Sri Lanka and living standards have declined steadily since Independence which has resulted in ethnic tensions, endemic corruption, unsustainable debt, Collapsing currency and most recently shortages of foreign currency to import basic commodities.
“The existing Constitution has allowed this situation to develop; ultimately, it has not safe-guarded anyone’s basic rights. Under a carefully drafted new Constitution, that must guarantee equal rights for all citizens, transparent and accountable governance and genuine economic liberalisation will be formulated.”
“Non-existence of the Long-term master plan, independent of politics, hindered sustainable development over 7 decades,” he added.
“In addition, a total revamp of the Sri Lanka Administrative Service similar to Singapore is needed while the present trade union system should be based on the principle of collective bargaining similar to Scandinavia.
“The future investments made for infrastructure development should be done in a planned manner to reap the best benefits from them.” He said that steps should be taken to reduce red tape for investors and Sri Lanka should aim to be in the top 10 of the World Bank’s “Ease of Doing Business” index by 2040. Currently in 99th position.
“A revamp of Sri Lankan academic education system giving preference to English as the medium too should be introduced while focus on vocational training and technical education similar to Germany too should be formulated,” he said.
Quoting all SOEs on the Colombo Stock Exchange, to ensure management complies with the Companies Act of 2007 should be considered. Interconnection of all sectors through a unique Social Security number for every aspect including taxation, and social benefits should be looked at in the future.
