Steven Todd Campbell, 51, was out on bail on charges of possession of methamphetamine and obstruction of justice. The Cowlitz County, Wash., sheriff’s office said when Campbell was asked to dump the contents of his pockets into a tray before appearing in court, he took out a three-inch pipe coated with brown residue and covered it with a piece of paper.
