Chinese company Didi Chuxing, which talks about racing vehicles, says it plans to manage over a million self-driving vehicles by 2030.
The robotaxis must be deployed in places where drivers driving the car ride are less available, according to Meng Xing, Didi's chief operating officer.
Meng was speaking at an online conference hosted by the Hong Kong newspaper South China Morning Post.
An analyst suggested it was a very ambitious goal.
"I will be surprised if we see a million by 2030," said a spokesman for market research firm Canalys.
"I hope this happens, but in the meantime there is a lot to do."
He stressed that it was a strange moment to make such a commitment, given the disturbance caused by the Covid-19 pandemic.
In 2016, U.S. tech giant Apple invested $ 1 billion (£ 800 million) in Didi in an unusually large and public investment.
Apple is known to be interested in the development of autonomous driving, having tested its driverless vehicle on public roads in California in recent years.
However, there was no reason to think that Apple's autonomous driving research would expand following Didi's work in the area, suggested Canalys.
Recently, Didi signed an agreement with the Chinese automaker BAIC Group to jointly develop customized self-driving vehicles and, in May, the company received a $ 500 million investment in its autonomous vehicle division from SoftBank.
