When George Welton arrived in the Republic of Georgia 13 years ago, corruption was rampant in everyday life. Now the Executive Director of the American Chamber of Commerce in Georgia, Welton has witnessed the dramatic decline of corruption in the former Soviet Republic. In fact, just this month, Georgia climbed to 5th place in the world on the Open Budget Survey, which assesses the budget accountability and transparency in 115 countries.
