A Twin Otter races along the shore of Victoria Harbor on a takeoff run from the seaplane base here. With a fleet of 40 aircraft, Harbour Air refers to itself as the world’s largest all-seaplane airline. First flown in 1965, the Twin Otter is a Canadian STOL (Short Takeoff and Landing) utility aircraft developed by de Havilland Canada that is still in production with close to 1,000 delivered.
