Crossing Lines premieres, is 4 million too small?

NBC's Crossing Lines had a two hour premiere last night on NBC, and while it won its timeslot among network shows, raking in 4.4 million viewers, the premiere is still being called 'soft' in the industry. Then again, it was up against a lineup of reruns on the other networks. Should the show be cut some slack? After all, I've barely seen any promo for the show, unlike ABC's barrage of ads for Motive, or CBS's non-stop promotions of Under The Dome. If 4.4 million is under projections, how many people did they expect would show up for the summer run of a show with a largely unknown cast (save Donald Sutherland and William Fichtner)?
