Canadian Porn (Safe for Work)

The Canadian Radio-television and Telecommunications Commission says AOV XXX Action Clips and AOV Maleflixxx may not be airing enough Canadian content or closed captioning.

The X-rated specialty channels are supposed to air 35 per cent Canadian programming over the broadcast year and 90 per cent of its content should have captioning.

As part of proposed license renewals, the commission plans to hear evidence on the apparent non-compliance.
How do you make "Canadian programming"? Does the plumber speak French to the English speaking bored housewife? Are there hockey/poutine/maple syrup fetishes?
And captioning? Have any of these people actually heard porn dialogue?
