Adoption has become more and more common worldwide. Between the years of 1999-2011 there were 233,934 children that were placed for adoption worldwide. 93,644 were under the age of 1. Parents want to adopt younger children. Of the 233,934, 146,516 were females. In the U.S. the states that have the highest rate for adoption is California, New York, Illinois, Florida and Texas. Internationally the countries with the highest rate are Russia, Ukraine, Ethiopia, China and South Korea. However, Russia has recently shut down their adoption program. The percentage of international adoption has declined since it’s peak in 2004 at 22,990. In 2009 it was 12,700. Within the U.S. 423,000 children are living without permanent families and only 115,000 are eligible for adoption. Nearly 40% of these children will wait over 3 years in foster care before being adopted.
