Back when the second amendment was written it was understood that a government could be controlled by an armed populous.

The 2nd Amendment is about a militia. It has been understood to mean that it calls for the establishment of a National Guard. They didn’t have a national guard at the time, so the militia or national guard was just whatever local guys you could round up. Now that we have a national guard, the idea of a citizen’s militia is moot. The 2nd Amendment is fulfilled because we have a National Guard. There is no right of the citizens to bear arms as long as we have a national guard. Governments at any level could ban any amount of gun ownership because the 2nd Amendment is already fulfilled by the National Guard. Hence, any amount of gun banning should be constitutional under the 2nd Amendment.
