PRC's LERIS Homepage Lay-out, a Facebook Look-Alike?

The Professional Regulation Commission (PRC) draws flak online after netizens noticed that the design of their new website for online services greatly resembles the log-in page of  the social networking giant, Facebook. It looks like those people behind the design forgot about the consequences of plagiarism. Hmmm. :) PRC's LERIS Homepage Lay-out, a Facebook Look-Alike? PRC launches its Licensure Examination & Registration Information System (LERIS v2) website at www.prc-online.com and you can easily spot the overall similarities of the LERIS home page and that of Facebook's log-in page. However, I think those people in-charge in the design of the website's overall lay-out were already notified about the buzz it created on social media so they made some changes. Take a look at the new lay-out on the screenshot below.

You can still see some elements borrowed from Facebook's log-in page but thanks to the new color of the header and the animation video that differentiate it from Facebook's simple yet popular log-in page.
I noticed that this website is not SSL-secured and yet it ask for our personal details. I think PRC need to do more effort to make this new website reliable and to protect the users which are mostly professionals on their respective fields.
What are your thoughts on this?
