While Israel wouldn't shut the electricity in Gaza, Hamas inadvertently did when they damaged an electricity line with a stray rocket. The Israel Electric Company said they would not send repairmen in to fix it for Gaza, as it is too dangerous. PM Netanyahu also told them not to.
Unfortunately, rockets also damaged some electricity lines in southern Israel. The IEC did send repairmen over to fix these lines. These repairmen were protected by the IDF, and, as you can see in the picture, wore bomb vests and helmets to protect themselves from possible rocket attacks during the repair efforts...
