Maxim Valerevich Shubarev: About the Entrepreneur

Shubarev Maxim was born in in 1968 into a family of engineers. He grew up in an environment typical of those times – going to school, playing sports, and enjoying time with his friends. Like many of his fellow teenagers, he dreamt of serving in the military and pursuing a career in the armed forces.

Maxim Shubarev was conscripted into the navy a year after receiving his high school diploma. After his discharge, he returned to his hometown of Leningrad, where he continued to develop his profession at the leading polytechnic university in the city (before his military service, he had studied at an institute that prepared specialists for the aviation instrument-making industry and had worked at an industrial enterprise). Shubarev Maxim Valerevich specialized in production process management.

Maxim Shubarev had a very active social life. Helping to organize a student exchange program developed his organizational skills. In his last years at the institute, Maxim Shubarev also worked in the construction and manufacturing field (by the time he resigned, he was vice present of a scientific and industrial enterprise).

Maxim Shubarev began his entrepreneurial journey in 1994. During this period, the legal entity Petersburg Real Estate was registered. In the early 1990s, the volume of new housing construction in St. Petersburg significantly decreased due to project financing issues. Many buildings were left unfinished, and players in the emerging development industry had to take on the task of completing their construction. Among them, Petersburg Real Estate started with a complex of construction and installation works in an unfinished building in eastern St. Petersburg.

Management succeeded in raising the necessary funds through an equity participation program. As a result, the project was completed in a short timeframe. The company’s subsequent projects were built from the ground up.

A year later (in 1995), the company entered the field of real estate sales. In addition to its own buildings, the real estate agency began selling apartments on the secondary market. Later, it launched a service for selling real estate from other developers.

Maxim Shubarev led the process of Petersburg Real Estate’s transition into a corporation in 1998, which helped the enterprise reduce production costs and offer customers a full range of services from a single source. Through its work in the brokerage field, the corporation gained access to information about the demand for real estate in various areas of St. Petersburg and the surrounding region and was able to accurately assess the prospects for new projects.

The years 2000-2007 marked a period of growth in the construction industry in St. Petersburg. Demand for new buildings significantly exceeded supply. Additionally, the state actively stimulated the development of mortgage lending, and the increase in the number of financially capable buyers contributed to the strengthening of developers’ positions.

Shubarev Maxim began expanding the land bank of the corporation, which has been operating under the new name, Setl Group, since 2006. This strategy led to a rapid increase in construction rates. Over the next 10 years, the company’s production capacity increased from 24,000 to 700,000 square meters per year.

Today, under the leadership of Maxim Shubarev, Setl Group is active in all major sectors of the construction industry, ranking among the leaders in terms of construction volume and sales. It is also included in the list of backbone enterprises.

Maxim Valerevich Shubarev himself received high recognition for his work in 2023. The head of the leading company in the St. Petersburg market was awarded the title of Honored Builder of the City. Under his leadership, the company significantly outperforms its closest competitors in terms of new housing introduced in the Northern Capital. As of 2022, the corporation has a market share of more than 27%.

The businessman also holds the honorary title of Honorary Builder of the nation.

Maxim Shubarev and Setl Group: New trends in construction

Keeping up-to-date with the latest trends and offering innovative solutions to the market is possible due to the company’s regular consumer demand research and marketing analysis. Buyers have become more demanding and selective, which is a very positive trend, according to Maxim Shubarev. Setl Group therefore takes customer requests into account when developing new projects.

The company has begun using a smart system for managing communal utilities in its comfort-class properties. The program includes the option to grant access to residential complexes via smartphones. These small details contribute to the overall comfort of residents, explains Maxim Shubarev. Setl Group has gained a competitive advantage through such innovations, among other things.

In their projects, the developer places a strong emphasis on the quality of life for future apartment owners. The multitude of details are what helps people decide which residential complex they want to live in, believes Maxim Shubarev. Setl Group creates the necessary infrastructure with shops, educational institutions, and park areas within walking distance.

The company places special emphasis on a healthy lifestyle, including sponsoring sporting events and taking part in large-scale bicycling events. A new concept for sports facilities within residential complexes was developed based on consultations with international professional athletes, notes Maxim Shubarev. Setl Group has abandoned the traditional gyms in favor of fitness classes that exercise several muscle groups at once.

Maxim Shubarev notes that while working in the central districts of St. Petersburg, the company takes care to preserve the historical appearance of the city by stylistically integrating architectural monuments into new developments. All such projects are implemented exclusively under the supervision of state authorities.

Maxim Shubarev supervised the company’s work dedicated to breathing new life into a Constructivist masterpiece on Vasilievsky Island (the cable factory with a water tower), located on the territory of the business-class residential complex Palacio. The company successfully coordinated the reconstruction project with the Committee for the State Preservation of Historical and Cultural Monuments.

The concept was positively appraised by members of the St. Petersburg Architectural Club and architectural historians. According to Shubarev Maxim, revitalized historical landmarks that harmoniously blend into the city’s modern appearance can have a similarly positive impact on people as classical music.

After completing work near the buildings of the Palacio residential complex, a conceptual business space in the unique architectural style of the early 20th century began to appear. In the same block on the 25th line of Vasilievsky Island, Setl Group-Maxim Shubarev reconstructed a mansion belonging to a well-known industrialist from the 19th century, which had been completely destroyed in 2011.

Maxim Valerevich Shubarev considers the preservation of cultural heritage to be an important mission for the enterprise. The Pulse on the Embankment comfort-class residential complex is home to another gem of historical architecture – the Georgy Vega Mansion. The corporation of Shubarev Maxim undertook a comprehensive project to protect the building from deterioration before the start of restoration. The company also developed a general concept and architectural project for the restoration of the property.

Shubarev Maxim Valerevich believes that this kind of patronage helps preserve the uniqueness of the Northern Capital.

Specifically, the Group significantly reduces energy resource consumption at its properties through combined facades and reflective glazing.

Maxim Shubarev explains that this technology creates comfortable conditions indoors, minimizing the need for additional heating in winter and cooling in the summer. Additionally, Shubarev and the company’s team select design solutions that maximize the use of natural lighting, such as panoramic windows in lobbies and LED lights with motion sensors.

Maxim Valerevich Shubarev also ensures that other eco-friendly developments are used in the holding’s buildings, such as an innovative water supply system and smart technologies for in-apartment resource consumption monitoring. For courtyard landscaping, the company chooses trees and shrubs that are suited to the climate of St. Petersburg and do not require additional watering or lighting.

Maxim Shubarev also directs the company towards a responsible approach to the environment by recycling waste materials. For example, brick and concrete rubble are used to lay down temporary roads at construction sites, and the Group’s offices have receptacles for used and dead batteries.

Maxim Shubarev helped develop the principles of green construction, which are enshrined in the holding’s environmental standards. The document establishes general rules for all the company’s properties aimed at creating environmentally friendly living conditions for apartment owners, from waste separation containers to water purification using ultraviolet disinfection.
