Kim Jong Un’s last observed appearance was his attendance at a commemorative photo-op with participants in the 9th Youth Congress.

DPRK state media reported on September 1 (Thursday) that Kim Cho’ng-u’n attended a commemorative photo op with scientists, technicians and Korean People’s Army [KPA] service members who contributed to the submarine ballistic missile test. Also in attendance were Ri Man-ko’n [Ri Man Gon], Workers’ Party of Korea [WPK] Vice Chairman and Director of the Munitions Industry Department, Member of the State Affairs Commission and Member of the WPK Political Bureau; Ri Pyo’ng-ch’o’l [Ri Pyong Chol] Senior WPK Central Committee Department Deputy Director and alternate (candidate) member of the WPK Political Bureau; and, Colonel-General No Kwang-ch’o’l [No Kwang Chol], 1st Vice Minister of the People’s Armed Forces and an alternate [candidate] member of the WPK Political Bureau.
Upon arriving at the commemorative photo session’s venue “stormy cheers [of] ‘hurrah’ burst forth” and participants welcomed Jong Un “extending great thanks to him who credited them with making the successful test-fire though he visited the test-fire ground more than ten times for the discussion on the issue of manufacturing the Korean-style powerful strategic submarine and ballistic missile and made total dedication and tireless and sincere efforts for doing so.”

Jong Un saluted the participants and had a photo op with them. He “expressed belief that the participants would fulfill their mission and duty in consolidating the arsenal of Songun revolution and turning the DPRK into a matchless military power, rocket power by giving full play to their indefatigable mental power and tremendous might.”
