The app will give you access to all your contacts, chats and it will also show you integrated notifications for incoming messages. In addition, you will also be able to send and receive SMS and voice calls by connecting your Google Voice account with Hangouts app.

The new Hangouts Chrome App is definitely an improvement over the previous extension, and the streamlined design and stylish chat heads makes it much satisfying for users. However, it would be much better if the app had sound notifications for incoming messages and an option to minimize the app. Without doubt, Google will address these issues in the future.
