Geological Workers’ National Meeting Held

A national meeting of active geological prospecting workers was held at the People’s Palace of Culture in Pyongyang on September 25 (Sunday).  Among those attending the meeting were DPRK Premier and State Affairs Commission Vice Chairman Pak Pong Ju (Pak Pong-chu), Workers’ Party of Korea [WPK] Vice Chairman O Su Yong [O Su-yo’ng], Minister of People’s Security General Choe Pu Il (Choe Pu-il), State Planning Commission and DPRK Vice Premier Ro Tu Chol [Ro Tu-ch’o’l], Colonel-General No Kwang Chol [No Kwang-ch’o’l], Minister of External Economic Affairs and DPRK Vice Premier Ri Ryong Nam [Ri Ryo’ng-nam], Minister of Chemical Industry and DPRK Vice Premier Ri Mu Yong [Ri Mu-yo’ng] along with ” leading officials of the party, armed forces and power bodies, ministries, national institutions, institutions and industrial establishments in the provinces, cities and countries, model officials and members in the field of geological prospecting across the country.”

According to DPRK state media the meeting “analyzed and reviewed the achievements, experience and lessons made in the struggle to carry out the militant tasks set forth at leader Kim Jong Il’s (Kim Cho’ng-il) work ‘Let Us Bring About a New Upsurge in Geological Prospecting,'” and also  “discussed the issues of carrying through the strategic line advanced at the Seventh Congress of the Workers’ Party of Korea on building an economic giant and fulfilling the mission and duty of the officials in the field of geological prospecting as the scout of industry and vanguard in making a breakthrough in socialist economic construction.”

Pak Pong Ju read out a letter from Kim JongUn (Kim Cho’ng-u’n) to the meeting participatipants titled “Let us Accelerate the Building of a Socialist Economic Power by Brining About a Turn in Geological Prospecting.”  The letter noted that “great progress has been made in the past geological prospecting under the deep care and energetic guidance of President Kim Il Sung (Kim Il-so’ng) and leader Kim Jong Il (Kim Cho’ng-il).  In order to attain the grand goal of building a socialist economic power set forth at the Seventh Congress of the Workers’ Party of Korea, it is necessary to bring about a great turn in geological prospecting.”

The letter stressed that “geological prospecting is the scout front of building a socialist economic power” and it “underlined the need to bring about a decisive turn in geological prospecting.  It is imperative to set the strategy for development of geological prospecting on a scientific and long-term basis as required by the building of an economic power and implement it stage by stage without fail.  It is necessary to put geological prospecting on a modern and IT basis by dint of the latest science and technology and modernize prospecting facilities and ensure their local production.  It is important to establish the discipline and order of developing the underground natural resources under the state’s uniform guidance, enhance the responsibility and role of the institutions of protecting and supervising underground natural resources and direct the state’s efforts to ensuring material and technological support for geological prospecting.”

The letter also “expressed belief that the officials and other working people in the field of geological prospecting across the country would effect a turn in geological prospecting and proactively contribute to building a socialist economic power.”

Ri Ryong Nam read out a report alluding to “On Giving Definite Priority to Geological Prospect,” a speech by Kim Il Sung delivered during a May 1961 consultative meeting with geological prospecting officials which “indicated the principled issues, tasks and ways in the work of geological prospecting.”  The report also recalled the 1991 National Meeting of Geological Prospecting Workers and had a letter sent titled “Let Us Bring About a New Upsurge in Geological Prospecting.”  The report “pointed out that the idea and cause of the great leaders on geological prospecting are being successfully carried forward and developed by Kim Jong Un” and “called for setting the long-term objective and stage-tasks and measures for carrying them out on the basis of the strategy of the Party and the state on economic development, true to the tasks set forth at Kim Jong Un’s letter, and surely implementing them by making the greatest use of the existing foundation and potentials.”

Meeting speakers “expressed the will to bring about a new turn in geological prospecting to successfully fulfill the mission as the scout of industry finding out all the underground natural resources of the country and thus exalt before the world the great era of the Workers’ Party shining with creation and changes.”

The last national meeting of geological prospecting workers during May 25 and May 26, 1991.  Attending that meeting were then-WPK Secretary and Director of Economic Affairs Han Song Ryong [Han So’ng-ryo’ng], then-DPRK Vice Premier  Hong Song Nam [Hong So’ng-nam] (both deceased) and then-DPRK Vice Premier, currently Honorary Supreme People’s Assembly Presidium Vice President Choe Yong Rim [Ch’oe Yong-rim].  According to a May 25, 1991 report in KCNA:

In the letter Comrade Kim Jong Il said that the great achievements made in geological prospecting in the past under the wise guidance of the party and the leader were a valuable wealth for the prosperity and development of the country and indicated the orientation and ways for effecting a new turn in geological prospecting meet the requirements of the constantly developing socialist economic construction.

The letter gave a scientific exposition of the essence of geological prospecting and the need to develop it and indicated the principle that should always be maintained in this work, that is, establishing Chuch’e in prospecting, keeping geological prospecting ahead of mining industry and land building, concentrating the prospecting force on main objects, infallibly going through the set stages of prospecting and pushing ahead both with current long-range prospecting.

Expounded in a comprehensive way in the letter are tasks and ways to develop the geological prospecting work onto a new stage—to conserve and supervise the underground resources, treasures for the development and prosperity of the country and the happiness of the people which must be handed down through generations in the distant future, too, put the geological prospecting work on modern lines, firmly build up the ranks of prospecting workers and enhance their role and improve management and supply service in the prospecting domain.

The letter indicates how to strengthen the party’s leadership over the geological prospecting work in keeping with its characteristics.

The letter of dear Comrade Kim Jong Il which gives scientific and comprehensive answers to all the theoretical and practical questions arising in the geological survey of the country is a highly important guideline which should be firmly adhered to in this domain and a militant banner under which to put prospecting work on a up-to-date scientific and technical basis in conformity with the requirements of the developing reality and bring about a new innovation in tapping underground resources.

Hong So’ng-nam delivered a report.

He said that dear leader Comrade Kim Jong Il initiated this meeting to radically develop the geological prospecting work in conformity with the requirements of the developing revolution facing an honorable task to step up the socialist construction and bring the advantages of the socialist system of the DPRK into full play, and sent a historical letter to the participants of the meeting.

The letter is a highly important work to being about a great revolutionary turn in the geological survey, the reporter said, adding:

In order to carry out the vast tasks before the field of geological prospecting with success, it is imperative to strictly adhere to the basic principles of the prospecting work laid down in the letter.

The reporter referred in detail to the modernization of the geological survey to effect a turn in the geological survey.
