SPECIAL INSTRUCTIONS: Any prospective candidate will need to pass an extensive background investigation and criminal background check before being hired by the Salinas Fire Department. DEFINITION: Under direction of the Battalion Chief/Fire Marshal or Fire Chief, performs fire inspections, participates in prevention activities, enforces fire codes, laws and regulations relating to fire protection, prevention, and safety.

DISTINGUISHING CHARACTERISTICS: This civilian position in the Fire Department is responsible for conducting fire prevention inspections in residential, commercial and industrial buildings or facilities to insure compliance with established fire codes.

SUPERVISION RECEIVED AND EXERCISED: Receives direct supervision from the Battalion Chief/Fire Marshal or Fire Chief. May be assigned to supervise prevention staff when directed by the Fire Marshal or Fire Chief.

ESSENTIAL JOB FUNCTIONS OF THE POSITION: Duties may include, but are not limited to the following:
Inspect buildings to insure compliance with state and local fire codes, ordinances and regulations. Inspect State facilities as requested by the State Fire Marshal. Inspect sprinkler system, halon systems, hood and duct systems, or fire protection systems as directed. Participate in public education programs in fire prevention. Investigate and respond to citizen complaints of fire code violations. Prepare and maintain records and reports pertaining to assigned duties. May instruct fire suppression personnel in fire prevention practices. Perform plan checks on new construction, remodels, tenant improvements and demolition as assigned and in compliance with adopted codes. May assist with fire investigations as directed. Promote and maintain safety in the work place. Perform related duties as assigned.

PHYSICAL AND MENTAL CHARACTERISTICS: Physical, mental and emotional stamina to perform the duties and responsibilities of the position; manual dexterity sufficient to write, use telephone, business machines and related equipment; vision sufficient to read fine printed on labels and in manuals, maps, diagrams and blue prints with no color deficiencies; hearing sufficient to conduct in person and telephone conversations; speaking ability in an understandable voice with sufficient volume to be heard in a normal conversational distance, on the telephone, 2 way-radio and over the noise of traffic and machinery and detect subtle noise in machinery and running water; physical agility to push/pull, climb ladders, squat, twist, turn, bend, stoop and reach overhead; physical mobility sufficient to walk across rough terrain and uneven surfaces; physical strength to up to 35 lbs; physical stamina sufficient to sit or walk or stand for prolonged periods of time; mental acuity to collect and interpret data, evaluate, reason, define problems, establish facts, draw valid conclusions, make valid judgments and decisions.

WORKING CONDITIONS: Primarily works outdoors in all weather conditions, work in and around potentially toxic chemicals, and occasional work in an office environment sitting at a desk. Prolonged time spent on one’s feet, walking through-out the day. Will traverse by foot on uneven, muddy, wet, and rocky surfaces. Occasionally will climb ladders and work at heights of up to 50 feet. Will spend a certain amount of time each day driving from location to location to conduct inspections.

QUALIFICATIONS: Knowledge of: Fire Department policies, rules and regulations. State and local codes, including Title 19 and Title 24 of the California Administrative Code, California Fire Code, California Building Code, National Fire Protection Association code and standards . Basic investigation principles. Public education teaching and education principles. Laws, ordinances and regulations regarding fire prevention and fire protection devices and systems. Basic construction methods and materials Ability to: Recognize fire and structural hazards in special processes or facilities, including industrial, commercial and residential buildings and occupancies. Communicate clearly and effectively, both orally and in writing. Interpret and effectively apply all related codes, ordinances and laws to fire hazard situations. Promote the mission, values and standards of an effective organization, with insight toward providing high quality public service. Apply technical knowledge, follow proper inspection techniques, and detect deviations from plans, regulations, and standard safety practices. Maintain cooperative relations with builders, contractors, city staff and the general public which applying firmness, tact, and fairness with respect to code enforcement. Work independently with little or no supervision. Train and instruct fire personnel in modern fire prevention methods, techniques and theories.

License or Certificate: Possession of a valid California Drivers License. Must possess a California Office of State Marshal, Fire Inspector I Certification; an International Code Council Fire Inspector I or National Services Code Association Certification; and a Hazardous Materials First Responder Awareness certification within one (1) year from hire date. Other certification(s) in compliance with NFPA 1031 may be considered as first year requisites. Must possess a California Office of State Fire Marshal, Fire Inspector II and Fire Investigator I Certification within two (2) years from hire date. Other certification(s) in compliance with NFPA 1031 may be considered as second year requisites.

Special Requirement: May be required to work evening, weekends or holidays for the purpose of conducting inspections. This position requires an extensive background investigation and criminal background check.

Education and Experience: An example of the education and experience which most likely demonstrates the skills, knowledge and abilities required to perform the duties would be any combination equivalent to Fire Inspector IA, IB, IC, or ID; Fire Investigator IA; 30 semester units from an accredited college, of which 15 units must be from the Fire Technology or Fire Science curricula.

SELECTION PROCESS: Applicants’ qualifications will be evaluated on the basis of the information provided on the employment application. The exam process will consist of an oral interview and/or written exercise. SALARY STEPS: Appointments are normally made at the first step. Consideration is given for increase to the second step after successful completion of a six-month probationary period. (Employees appointed at a higher step will be eligible for consideration for the next step after one year, providing they successfully complete a six-month probationary period.)

MISCELLANEOUS NON-MANAGEMENT EMPLOYEES (SMEA)
BIENNIAL PHYSICAL: City-paid Biennial Physical exam every 24 months. Employees 40 & over are eligible every 18 months.

ANNUAL LEAVE: Accrued at a rate of 22 days per year for the first five years; 27 days through 10 years, with additional longevity increases.

HOLIDAYS: Twelve days plus two floating days for a total of fourteen per year.

FLEXIBLE COMPENSATION BENEFIT: A Flexible Benefit equal to 5% of the employee’s annual base salary may be used toward employee health contribution, supplemental life insurance, deferred compensation leave time or cash.

HEALTH INSURANCE: The City pays 100% for CalPERS Choice Health plan, Delta Dental and Medical Eye Services for employee and eligible dependents. Other PERS Health coverage may be available depending upon your residence. The City will only provide the premium amount equal to the CalPERS Choice.

RETIREMENT: CalPERS retirement plan. 2% at 62 for new members and 2% at 55 for classic members. Employee pays 7% contribution in addition to Social Security/Medicare contributions.

LONG-TERM DISABILITY: Private long-term disability plan for job related or non-job related disability.

LIFE INSURANCE: City paid life insurance policy in the amount of annual salary.

UNIFORM ALLOWANCE: Work clothing or clothing allowance or footwear allowance provided for employees required to wear a uniform; or in certain classifications.

DEFERRED COMPENSATION: Employees may elect to enroll in a plan.

BILINGUAL PAY (English/Spanish): 5% of base salary for employees holding designated positions and who qualify through testing procedures. (subject to passing a City-administered bilingual exam and administrative approval).

VOLUNTARY PHYSICAL FITNESS/WELLNESS PROGRAM: City will provide 50% reimbursement to employees for actual costs of participation in health club memberships for employee only, not exceed $500 per calendar year, per employee or an annual fitness incentive of $500/$750/$1,000 for qualifying employees.
