Communications Operator

SALARY: $15.80 Hourly

DESCRIPTION:

This position is part of the emergency services system of the City, and is responsible for receiving and transmitting messages requesting emergency services.  The Communications Operator (dispatcher) works under the supervision of the Communications Supervisor, who provides on-the-job training, direction, and regular performance evaluations.

MAJOR DUTIES:

Essential Functions:
Receives and records all calls for service that are received on the telephone (including 911 calls), walk-ins, and by radio transmission.Dispatches the appropriate emergency service in response to each call.

Provides information, assistance, referrals, directions, or advice and support to citizens in individual situations, crises, or conflicts; refers individuals to other agencies, organizations and individuals as required.

Monitors the progress on emergency service responses; responds for further calls for backup or support with additional call outs; maintains and updates the status and availability of police units and officers.

Enters and retrieves data from the computer-aided dispatch system and the NCIC/FCIC computer terminal.

Maintains files on wanted, missing or lost persons, stolen vehicles, and disseminates this information to law enforcement units as required and is appropriate.

Checks files for information in the CAD system, such as names, bicycles registrations and case data.

Prepares and disseminates copies of daily information and records.

Answers the police administrative phone during non-business hours.

Pages the water or sewer, streets and drainage, traffic or division or park and recreation department after hours of emergency or equipment failure; completes the appropriate record.

Maintains Key Box and distributes.

Updates files for on-call personnel for the City and Police Department.

Takes messages for Offices of the State Attorney and forwards the information.

Maintains Memo Book, information book, and rolodex.

Changes tapes in Computer for Information Systems Division daily.

Monitors security monitors and responds to alarms as needed.

Monitors and operates sally port and security gates.

Monitors T.D.D. calls.

Contacts off duty Police Administration for emergencies.

Provides press releases as necessary via paging system to City Management and Council Members.

Operates teletype to provide officers with necessary information.

Provides answers to walk in customers who may have questions or complaints.

Stays abreast of any policy/communications’ changes.

Performs other duties as necessary and assigned.

MINIMUM REQUIREMENTS:

Graduation from high school, or completion of the GED

Must be able to obtain FCIC/NCIC certification within 6 months of employment and maintain throughout employment

Must be able to obtain 911 PST Certification within 6 months of employment and maintain throughout employment

Must be able to obtain Emergency Medical Dispatch Certification within 6 months of employment and maintain certificate throughout employment

Must be able to obtain Emergency Fire Dispatch Certification within 6 months of employment and maintain certificate throughout employment

Must be able to obtain Emergency Police Dispatch Certification within 6 months of employment and maintain certificate throughout employment

Data entry speed of 4500  KPH (keystrokes per hour).

Ability to add and subtract two digit numbers and to multiply and divide with 10’s and 100’s.  Ability to perform these operations using units of American money and weight measurement, volume, and distance.

Language Ability:
Ability to read and comprehend simple instructions, short correspondence, and memos.  Ability to write simple correspondence.  Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization.

Reasoning:
Ability to apply common sense understanding to carry out detailed but uninvolved written or oral instructions.  Ability to deal with problems involving a few concrete variables in standardized situations.
